Frank Flutter is a senior acquisition consultant with over 25 years of experience in pre and post-award phases of acquisition and contracting. He is generally retained by government agencies and corporate clients for sensitive and/or high dollar value acquisitions and claims/protests. He has extensive practical hands-on experience in the application and creation of performance-based
acquisition documentation for solicitations, contracts, and post-award surveillance. This experience includes performance-based payments and related incentive and disincentives.
