Candace Shiver

Candace Shiver received a Presidential Appointment in 2012 to serve as Special Advisor to the National Director of the Minority Business Development Agency (MBDA) within the United States Department of Commerce. In this capacity, Mrs. Shiver advises the National Director on advancing MBDA’s operations and programs through its nationwide network of 44 Minority Business Centers. Mrs. Shiver also aids the Agency in forming pertinent public-private partnerships, agreements with federal agencies, and strategic alliances to strengthen U.S. relations in targeted markets and foreign countries. She manages MBDA’s corporate relations from the National Director’s Office, represents MBDA in various interagency collaborations, and helps to develop policies aimed at creating and retaining jobs and supporting the growth of minority-owned businesses through greater access to contracts, capital, and new markets.

A significant part of Mrs. Shiver’s service includes carrying out the Obama Administration’s international priorities as they impact minority business communities. She is the lead representative for MBDA on major internationally-focused, government-wide initiatives such as the Doing Business in Africa Campaign, through which she assists U.S. firms in capitalizing on opportunities to trade and invest in sub-Saharan Africa. She also contributes to the Look South Initiative, where she helps companies do business with Mexico and the United States’ 10 other Free Trade Agreement partners in Latin America. She also collaborates on economic policies and commercial diplomacy to build ties between U.S. minority and Indigenous communities abroad, which includes the sharing of best practices with foreign nations under significant bilateral agreements such as the U.S.-Brazil Joint Action Plan to Eliminate Racial and Ethnic Discrimination and Promote Equality. Mrs. Shiver’s international work serves to support the National Export Initiative and NEI/NEXT by aiding U.S. businesses in becoming more globally fluent and creating more U.S. jobs. She is able to also extend a broader policy platform domestically to provide more contracting and financing opportunities for minority firms.

Prior to joining the MBDA, Mrs. Shiver practiced law for nearly five years at Nelson Mullins Riley & Scarborough, LLP, where she represented national and international companies in areas of Business Litigation and Employment Law.  She entered private practice following a one-year dual judicial clerkship with the Honorable Kaye G. Hearn, Chief Judge, and The Honorable Jasper M. Cureton, both of the South Carolina Court of Appeals. Mrs. Shiver maintains membership with the American Bar Association and the South Carolina Bar Association. She also demonstrates her commitment to public and global service through membership with the American Council on Germany and as Co-founder of an all-girls educational foundation in Liberia, West Africa.  In 2011, her home state of South Carolina honored her as one of the top 20 rising business stars under the age of 40, and she was also recognized for her contributions in the Greater Columbia Business Monthly publication. Mrs. Shiver has served on various Boards of Directors and held a series of leadership roles of organizations and initiatives aimed at promoting business and economic development, enhancing diversity and inclusion, improving opportunities for minorities and the underrepresented, and affecting international policy.

A native of Columbia, South Carolina, Mrs. Shiver earned a Bachelor of Arts degree in English and Philosophy, graduating Phi Beta Kappa, from Spelman College in 2003. After college, Mrs. Shiver earned her Juris Doctor Degree from Duke University School of Law in 2006.
