Office of Legislative, Education & Intergovernmental Affairs

The Office of Legislative, Education and Intergovernmental Affairs (OLEIA) provides strategic guidance, plans and executes the Minority Business Development Agency’s communications, public affairs, strategic alliances, education, and research initiatives.  It serves as the primary point of contact for elected officials, news media, business organizations and the general public seeking information about MBDA’s programs, policies, statistics, research, and services.  OLEIA also manages the Agency’s speaking engagements and correspondence.

Congressional and Intergovernmental Relations

OLEIA establishes and maintains positive relations with Members of Congress and their staffs; governors, mayors, state and local government agencies, and intergovernmental associations.  The legislative and intergovernmental team tracks and monitors legislation impacting the minority business community and provides legislative and policy analysis, as needed.

Strategic Alliances

OLEIA forms strategic alliances with chambers of commerce, business organizations, educational institutions, embassies and other entities for the purposes of promoting the growth of U.S. minority-owned firms. Activities include the hosting of stakeholder meetings, webinars, and issue forums, participation in stakeholder conferences, seminars and events, and the creation of new programs, services, and initiatives.

Business Education and Research

Organizing educational conferences and webinars to expand the knowledge, skillset, and tools of business owners is key function of OLEIA.  In addition, this unit serves as the Agency’s primary source for producing reports, fact sheets, issue papers, and statistical analyses on minority business enterprises.

Media, Marketing, and Branding

OLEIA is responsible for the Agency’s media, marketing, and branding activities. This includes maintaining effective relationships with the media to promote the Agency’s programs, accomplishments, and priorities; production of collateral materials; and content development and management of the Agency’s website and social media sites.

Correspondence and Speaking Engagements

As the Agency’s executive secretariat, OLEIA processes all documents and correspondence directed to or issued by the Office of the National Director.  All invitations and speaking engagements are managed by OLEIA.
