California High Speed Rail Authority
The California High Speed Rail Authority is responsible for planning, designing, building and operating the first high speed rail system in the nation. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds capable of over 200 miles per hour.
The system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations. In addition, the California High Speed Rail Authority is working with regional partners to implement a statewide rail modernization plan that will invest billions of dollars in local and regional rail lines to meet the state’s 21st century transportation needs.

Good Contracts for Minority-owned Firms
High-speed rail means good contracts for minority-owned firms, which will create thousands of good jobs — jobs not just to build the trains and the train line, but also jobs to operate and maintain it. And thousands more jobs will be created for suppliers, restaurants and other businesses along the route. There are 24 stations and terminals projected to be built in the coming years.
Currently the San Francisco terminal,TransBay Terminal is already under construction. The construction cost are projected at $4.5 billion with a 25% Small Business Enterprise and Disadvantaged Business Enterprise goal. The potential for 450,000 permanent new jobs statewide created by the economic growth high-speed rail will generate over the next 20 years as many as 100,000 construction-related jobs each year that the system is being built.

The U.S. Commerce Department’s Minority Business Development Agency (MBDA) has entered into a Memorandum of Understanding (MOU) with the California High-Speed Rail Authority (Authority) aimed at achieving greater participation by minority-owned companies in all phases of construction of the new high-speed train system construction, the state’s largest infrastructure project.

MBDA National Deputy Director Alejandra Castillo wrapped-up a two day visit to California to meet first hand with the California High Speed Rail Authority (CHSRA) and prime contractors for the BART Warm Springs and the Transbay Terminal in San Francisco. Meetings included productive conversations with CA High Speed Rail Authority, Kiewit, Tutor Parsons Zachary Group, Skanska Shimmick and Herzog Joint Venture, and the Webcore Obayashi Joint Venture.

Representing minority-owned businesses nationwide, Alejandra Castillo, is blazing a path through California’s bay area to ensure that MBDA clients will have a fair shot at the many contracting opportunities surrounding the construction of the California high-speed rail system. Ms. Castillo arrived in San Francisco yesterday to begin a series of meetings with the California High Speed Rail Authority (CHSRA). The high speed rail will link Los Angeles and San Francisco in less than 2 hours and 40 minutes, traveling at speeds approaching 220 miles per hour.
The California High-Speed Rail Authority Board of Directors unanimously approved moving forward with a bid to build the first stage of the high-speed rail line by Tutor Perini/Zachry/Parsons, a Joint Venture. At the June meeting, the Board of Directors authorized Chief Executive Officer Jeff Morales to negotiate the final terms and execute the contract with the Joint Venture.
The contract for constructing the 29-mile section from Madera to Fresno is expected to be signed in the coming weeks. "Today is a significant milestone," said Jeff Morales, CEO of the Authority. "We received proposals from five world class teams and are moving forward to deliver a world class program. It’s time to get to work in the Central Valley and create thousands of jobs."
On April 12, the California High-Speed Rail Authority (Authority) identified Tutor Perini/Zachry/Parsons, a Joint Venture, as the best scoring team for the design-build contract to begin construction of the Madera to Fresno segment, the first section of the high-speed rail system.
The Authority had estimated the cost for the design-build contract to be between $1.2 billion and $1.8 billion. The Authority determined that Tutor Perini/Zachry/Parsons, a California-based Joint Venture, which bid $985,142,530, was the "apparent best value."
The design-build contract will include the Authority’s 30 percent goal for small business participation in the work. The Authority is committed to small businesses playing a major role in delivering the high-speed rail program.
